Delgany to Blacklion Scheme: Ongoing Progress Towards Safer, Smarter Connections in Wicklow

Coffey is pleased to share the latest progress on the Delgany to Blacklion (Chapel Road) Improvement Scheme, being delivered in partnership with Wicklow County Council and DBFL Consulting Engineers Ltd. This essential infrastructure project is focused on enhancing safety, accessibility and sustainability for the local community, improving daily journeys for residents, businesses and schools alike.

SECTION 1: Convent Road Roundabout to Chapel Road

Significant works have been completed in Section 1, including:

  • Reinforced Concrete Walls: 200 metres of retaining walls have been installed, varying in height from 2.5 to 4.5 metres.
  • Stonework: Over 1,000 square metres of stone cladding has been applied to the new walls, adding strength and visual quality.
  • Drainage Improvements: 250 metres of stormwater and 90 metres of wastewater drainage systems have been laid, improving flood resilience and infrastructure capacity.
  • Service Ducting: More than 3,000 metres of ducting has been installed to accommodate utilities on the eastern side of the scheme.
  • New Footpaths and Road Surfacing: 500 square metres of concrete footpaths and 800 square metres of tarmacadam road have been completed, enabling a traffic switch so construction can continue on the western lane of Chapel Road.
  • Site Clearance: Preparation works and ducting are ongoing at the Chapel Road and Delgany Woods roundabout.

SECTION 2: Summer Works and Ongoing Activity

Section 2 has also seen continued momentum over the summer period:

  • Site Clearance and Tree Felling: These activities are well advanced, opening up the site for construction.
  • Utility Ducting: Over 2,500 metres of new ducting has been installed to support essential services.
  • Drainage Installation: More than 100 metres of deep stormwater drainage infrastructure has been laid.
  • Accommodation Works: 100 metres of reinforced concrete walls and 80 metres of blockwork have been completed, paving the way for the next phases of construction.

Enabling Active Travel for All

One of the core objectives of this scheme is to promote and support active travel. The introduction of new two-metre-wide footpaths and dedicated cycle tracks will create safer, more accessible routes for pedestrians and cyclists. This is particularly important for pupils at St Laurence’s National School and other nearby schools, helping to encourage healthier, more sustainable travel habits from an early age.

Community Engagement and Consideration

Coffey continues to work closely with the local community throughout the duration of the project. Regular liaison with schools, residents and local businesses ensures that updates are communicated clearly, safe access is maintained, and disruption is minimised wherever possible. This approach reflects our commitment to building not just infrastructure, but strong and supported communities.

Project Completion Timeline

The Delgany to Blacklion Improvement Scheme is on track for completion by mid-2026. Each phase brings tangible improvements for those who live, work and travel in the area. Coffey remains dedicated to delivering high-quality infrastructure that will serve Wicklow communities for decades to come.
